Alexander Kofkin, a benevolent supporter of Edgar Savisaar and of the Central Party, hassled the hotel market's decline and opened the 50-room Meriton Old Town Garden hotel in a building complex between Pikk and Lai Streets which has stood empty for years

"All of our rooms were already sold out to Russian tourists for the New Year's holiday," said hotel director Mihail Burohh. Kofkin made an insanely brave step in opening a new hotel by competitors' judgment, as Tallinn's tourism market is expecting a decrease in profits in the near future.
